(3) Have a fixed business location, a complete safety management system and a sound business plan;

(4) The main person in charge of the enterprise, production safety management personnel, and operation, maintenance and emergency repair personnel have been trained and passed the assessment;

(5) Other conditions stipulated by laws and regulations. If the conditions specified in the preceding paragraph are met, a gas operating license shall be issued by the local people’s gas management department at or above the county level. Applicants must go to the industrial and commercial administration department to complete registration procedures in accordance with the law with their gas business license.
